A Libyan man accused of building a bomb for a 1988 terrorist attack that killed 270 people in Lockerbie, Scotland, is in U.S. custody, officials said Sunday, a new development in a decades-long effort by the Justice Department and Scottish authorities to prosecute those responsible.

The bombing was the deadliest terrorist attack in the history of the United Kingdom, and second only to Sept. 11, 2001, for Americans.
